I use a very simple setup to generate these HTML pages from plain text files, using a BBCode derivative for markup. For example, the source for this page. Each text file is parsed replacing BBCode with the relevant HTML fragments, combined with a HTML template and a style sheet. Although the BBCode itself is not much simpler than HTML, the formatting automation that is included in the parser is a real time saver.

Incidently, the layout of these pages uses a little CSS trickery which tests OK in Firefox 1.x and IE 6. Not having immediate access to other browsers, I'd appreciate reports of any display oddities.
